Five of the six members of the provisional leadership of EDA-1 and other 8 high-level leadership members of the Eritrean Democratic Party (EDP), the Eritrean National Salvation Front (ENSF) and the ELF-Revolutionary Council successfully wound up a three-day meeting between 8 and 10 May 2007 in the village of Dammbach, located some 70 kms south of Frankfurt, Germany.

The high level Eritrean opposition meeting exhaustively assessed and reached common conclusions on past experiences of Eritrean alliances and of the existing Eritrean Democratic Alliance (EDA). The
meeting stated that the split of the alliance that occurred at the first meting of the EDA central council held immediately after its second congress was unexpected and that the three EDA-1 member organizations exerted commendable efforts and compromises to avert the uncalled for break up.

The meeting agreed that the six EDA central council members of the three organizations and the provisional work plan of EDA-1 shall continue to be operational until lasting arrangements are worked out. The provisional EDA-1 leadership shall be accountable to the chairmen of EFL-RC, EDP and ENSF. The meeting resolved that draft proposals shall be submitted by each organization on how EDA-1 could be made fully operational, and that a compiled joint draft shall be submitted to the leaderships of the three organizations for review and approval. On the other hand, the meeting agreed on the formation of a jointcommittee that shall scrutinize differences and similarities in the
political programmes and constitutions of the three organizations for future action. The meeting also adopted a provisional tripartite action plan on diplomatic, public mobilization and public information aimed to be implemented by the three organizations.
